JUNIOR CLASS HORSE & PONY RULES AND CLASSIFICATIONS

HORSE & PONY

RULES:

1.    All Horse and Pony Project exhibitors must comply with State of Wisconsin, Junior Fair, Jefferson County Fair, Superintendent (Horse and Pony Project Committee) and Wisconsin 4-H Horse Association Rules

2.    All State of Wisconsin mandatory health regulations apply.  See County & District Fairs, Rules and Regulations of Animal Health in front of this book.

3.    The Superintendent, as a part of the whole Horse & Pony Committee, will handle each dispute on an individual basis.  All decisions of the Superintendent will be final as defined in the Project’s Constitution and By-Laws.

4.    Fitting regulations follow typical equine breed association rules and do not necessarily follow fitting rules in the front of the book.

5.    Grade of exhibitor is as of current enrollment year; the minimum grade to exhibit is Grade 3.

6.    Exhibitors are responsible for having read state and county fair regulations contained in this fair book and the Horse and Pony Project Handbook.  A complete set of guidelines, rules, and descriptions can be obtained through your local club, Extension Office or the Horse and Pony Project Committee via their website www.jchp.org

7.    To be eligible to show at fair, members must meet attendance, educational and form submittal deadlines and requirements.

8.    Any Dept 6 Horse and Pony Project questions arising are referred first to the Jefferson County fair book, secondly to the Horse and Pony Project website, and thirdly to the Wisconsin State 4-H Horse Association rules and Expo guidelines.

9.    The Superintendent, as defined, will handle each dispute on an individual basis.  All decisions will be final. 

10. No one may approach the judge before or during the show.  Technical questions should be directed to the ring steward, or if they are not available, to the show office.

11. A negative EIA (Coggins) test is required for all equine exhibiting.  The test must have been conducted within the current calendar year.  Original documentation must be shown at the check-in table prior to 8 p.m. Tuesday night of Fair Week.  The 4 in 1 vaccine is required and should be given a minimum of 3 weeks before the fair.  (The 4 in 1 is Eastern and Western Encephalomyelitis, Tetanus, and Equine influenza.) 12. The age of animal is as of January 1 of the exhibit year.

13. The Superintendent will make stall assignments based on entries provided by the Fair Office.  Draft horses will be stabled in the draft horse barn.

14. Only one animal (horse, pony or draft) per exhibitor. 

15. If the primary project animal dies, is injured, sick or becomes unmanageable during the project year, it may be substituted.  The substitute animal must have an Identification sheet, which was submitted with original equine’s Identification sheet by the deadline of May 1.  If such substitution results in a premium class change, this will be allowed without affecting premiums.  The Superintendent recommends that each member submit more than one animal for identification whenever possible. 

16. Once a horse is checked in and unloaded it may not leave the fairgrounds until after 6 p.m. on Sunday.  The only exception is as follows:  Substitution for the project equine checked in on Tuesday of fair week can be considered only if the animal died, is injured, or sick.  Written verification by a veterinarian is required.  The substitute animal must have an Identification sheet, which was submitted with original equine’s Identification sheet by the May 1 deadline.  The Superintendent recommends that each member submit more than one animal for identification whenever possible.  Once an animal has been excused and substituted it may not be exhibited during that year’s fair.   Review and approval by the Superintendent is required. 

17. Definitions:  Pony – through 56 inches, Horse – over 56 inches.  Ponies must be measured at check-in.  Ponies holding a permanent pony measurement card must show the card and registration papers to the office in lieu of being measured at the show.  Any horse measuring 56” and under may show in pony classes.  Such a horse may show in horse classes if the exhibitor chooses.  You must enter EITHER all pony or all horse classes.  No cross entering is allowed.

18. Miniatures:  We recognize that miniature horse is a horse breed, but for safety reasons, they must enter pony classes.

19. Stallions may not be shown at the fair.  Stallion is defined as any unaltered male equine over 1 year of age.  Mares with foals at their side will not be allowed to exhibit.

20. Only the exhibitor will be allowed to ride their horse with exception made for tandem and per the show bill.  Riding is limited to the riding arenas or when entering the show ring.  Horses must be led to and from the barn.  Exhibitors are allowed to have assistance for safety reasons.  The exhibitor must be in the immediate area while getting the assistance.  This assistance is limited to handling, and NO EXCEPTION is made which allows someone other than the exhibitor to ride the horse.

21.  It is a privilege to participate in the Jefferson County Fair.  This privilege can be revoked for conduct unbecoming an exhibitor, parent, leader or volunteer.  Exhibitors not obeying the rules may lose eligibility to State sponsored events.

22. Known kickers must wear a red ribbon on their tail.  This will not be judged against the horse.

23. Exhibitors are REQUIRED to enter a showmanship class.  Members taking the non state qualifying showmanship class may not enter a 2nd showmanship class.

24.    Exhibitors may enter a maximum of 4 other premium classes for a total of 5 premium entries.  A MAXIMUM OF 5 PREMIUM CLASSES PER EXHIBITOR.

25. No exhibitor will be excused from a premium class without authorization of the Superintendent.  Such requests must be made at least 1 hour prior to class in order to be considered.  If an exhibitor does not show in a premium class and has not requested removal according to this policy, the exhibitor’s eligibility for State sponsored events may be effected. 

26. Long pants, boots with a cut out heel, and SEI approved (and fastened) helmets, must be worn when mounted or driving on show grounds.

27. The entry gate will be held a maximum of two minutes.  Exhibitors requiring a tack change must notify the gate person of the request a minimum of two (2) classes before their class is called.

28. The Superintendent reserves the right to combine or divide lots, in accordance with ATCP 160.04 and ATCP 160.7.  If a question arises, the decision of the Superintendent shall prevail.

29. A $1.00 per head, non-refundable stall fee will be charged.

 

CLASS A - Showmanship(Mandatory for all Exhibitors) Judged on exhibitor's ability to show the horse at halter.

CLASS E - Club Herdsmanship

RULES:

1.  All clubs, regardless of the number of entries, must enter herdsmanship and will be required to follow all herdsmanship and exhibit rules. Make your club herdsmanship entry on the regular county fair entry blank in the name of the club.

2.  Clubs having only a limited number of horse and pony project members may join with one or more other clubs and enter herdsmanship as one unit. Clubs working together on herdsmanship should use only one fair entry form to enter.

3.  The scorecard for judging herdsmanship and other rules pertaining to herdsmanship will be found in the current years "Horse and Pony Project Handbook".

CLASS F - Horseless Horse - Open to all members in the Horseless Horse project. Posters, scrapbooks and Horseless Horse exhibits are judged from noon to 5:00 p.m. Monday of fair week at the Small Animal and Vet Science judging table in the Activity Center.  Entries may be picked up after 7pm on Sunday. (Posters are to be 14" X 22").

 2. Scrapbook of 10 popular breeds of horses with a description of each breed.

 3. Poster or exhibit on the diseases and/or parasites of horses.

 4. Poster or exhibit on good horse grooming.

 5. Any other exhibit related to the Horseless Horse project.

CLASS G – GYMKHANA (Timed Event)
